(책소개) 공급과잉의 시대: 금융위기 근본 원인 처방 없이 진정한 위기 극복은 비관적


지난 2007-2008년 미국발 금융위기가 전세계 경제를 80여 년만에 최악의 침체로 떨어뜨렸고 이 Great Recession 시대로부터 조속히 탈피하기 위해 미국을 비롯한 전세계 주요국 중앙은행들은 인류 역사상 가장 밀접한 정책 공조를 펴나갔다. 일단 미국은 자산 가격 조정(deleveraging)이 진행되는 동안 충격을 완충하기 위해 막대한 양의 통화를 공급했고 이후 영국 중앙은행, 유럽중앙은행 그리고 일본 중앙은행들도 순차적으로 비슷한 정책을 펴기에 이르렀다.

미국은 위기의 영향이 확산일로에 있자 나머지 18개국 당국과 머리를 맞대기로 합의하고 적극적으로 정책을 논의하기에 이르렀는데(G20은 19개 경제 주권국과 유럽중앙은행으로 이루어진다) 이는 미국이 세계 초강대국으로 부상한 이래 거의 없는 일이다. 인류는 드디어 강대국이 약소국을 무시하고 독주하는 체제를 극복하는 것처럼 보이기도 했다. 하지만 위기감이 어느 정도 약화되자 G20 회의에서 약속됐던 사항은 벌써 공공연하게 무시되고 있다.

G20 체제 자체도 동력을 대부분 상실한 것처럼 보인다. 그런데 G20 회의가 진행되는 동안에도 각국 당국자들은 이번 위기의 직접 원인을 벗어난 근본적 원인, 즉 국내 및 국제 경제 불균형 문제의 근본 원인에 대한 논의에서는 큰 합의를 이루지 못했다. 근본 원인에 대한 공감대를 이루지 못한 만큼 해결책 모색은 당연히 불가능한 일이 됐다. 이와 관련해 Daniel Alpert라는 상업은행 및 투자은행 출신 전문가가 쓴 책이 흥미로운 정보를 제공하고 있어 소개하려 한다.

우선 국제적 불균형의 가장 큰 원인으로 저자는 러시아와 중국 등 거대 사회주의국이 자본주의체제로 편입되면서 서방 선진국 인구의 몇배나 되는 막대한 규모의 노동력이 세계경제에 편입되면서 큰 변화가 발생했는데 세계경제정책 차원에서 이에 대한 대처를 제대로 하지 못했다는 점을 지적하고 있다. 즉 처음에는 일본, 그리고 최근에는 한국ㆍ중국 등 신흥국들은 계속 제품과 서비스를 생산해 세계시장에 공급하면서 그 대가로 벌어들인 달러를 소비하지 않고 다시 미국에 무료나 다름없는 이자율로 빌려주고 있으며 그에 따라 미국은 다시 제품과 서비스를 소비하고 있다는 것이다.

이를 저자는 다음 두 장의 그림으로 보여주고 있다.



이렇게 초래된 금융위기 이후 세계 주요국이 취한 정책에 대해서도 저자는 비판적이다. 즉 돈을 거의 무료로 시장에 살포하는 정책은 실제 총수요 창출로 연결되지 못한다는 것이다. 이 돈은 금융시장을 통해 돌고 돌면서 각종 지표를 개선시키는 것처럼 보이지만 실물경제로 흘러드는 것은 전무하다고 그는 지적한다. 그는 또 재정 건전화라는 이름 아래 조기 긴축정책을 펴야 한다고 하는 주장을 인류의 미래를 도외시한 일종의 정파적인 것으로 치부한다.

미국에 국한한 설명으로 보이기는 하지만 그는 미국이 달러라는 세계 제1의 기축통화를 마음대로 찍어낼 수 있는 권한이 있는데다가 미국의 부채라는 것도 자산이 뒷받침되거나 미래 세수와 연계된 것, 그리고 미국 중앙은행이 보유한 것 등을 제외하면 일부에서 주장하듯 폭발직전에 있다고 할 정도로 과도한 것이 아니라고 주장한다. 따라서 저자는 지금이라도 미국 정부가 발권력을 이용해 대대적인 (1조달러 이상) 차입을 일으켜 이를 낙후된 SOC 부문에 투자할 필요가 있다고 주장한다. 이렇게 되면 일자리가 창출되고 새로운 수요가 창출되며 그로 인한 부가가치 창출로 부채 부담은 오히려 낮아질 수 있다는 것이다.

그와 동시에 그는 한국ㆍ중국 등 경상수지 흑자를 기록하는 신흥국들이 내수소비를 대폭 확대할 수 있도록 정책적 노력을 펴야 한다고 주장하고 있다. 그가 제시하는 이러한 해법에 대해서는 많은 반대 견해도 나오고 있다. 따라서 결론에 대해서는 그 평가를 유보할 필요는 있을지 모른다. 하지만 국제 불균형에 대한 진단, 그리고 현재와 미래에 존재하게 될 막대한 양의 자본, 노동 및 생산설비의 과잉공급 문제의 심각성에 대한 그의 경고는 가치가 있다고 본다.

한편 책 말미에 브레튼우즈 체제의 붕괴 이후에도 그것을 대체할 새로운 국제통화질서를 마련하지 못한 것에 대한 언급이 눈에 띄는데 이것에 대해서는 나도 동의한다. 즉 1944년 회의에서 합의된 통화질서는 달러의 가치와 양을 금에 연동시키고 나머지 국가의 화폐는 달러에 연동시킴으로써 국제 불균형의 지속 및 심화를 막자는 것이었다. 그러나 이 체제는 1958년쯤 본격 가동된 이후 겨우 10여 년이 지난 1971년 미국이 금 연동 정책을 포기함으로써 막을 내렸다. 그 이후에는 새로운 통화질서가 마련되지 않았고 오늘날까지 사실상 무법천지 상태인 것이다.

사실 미국발 금융위기가 악화되고 있을 때 미국은 G20 회의를 통해 IMF와 세계은행에 대한 개혁을 약속했다. 이 두 기관은 브레튼우즈 체제를 유지시켜 줄 양대 기관으로 출범한 것인 만큼 이들 기관의 개혁을 약속했다는 것은 새로운 통화질서를 창출하는 것보다는 못하지만 나름대로 기대를 갖게 하는 것이었다. 그러나 미국과 유럽 선진국들은 상황이 다소 안정되는 듯하자 개혁 약속을 저버린 상태다.
